Unemployment Insurance Benefit Charge Relief Opportunity

The Wisconsin Department of Workforce Development (DWD) recently announced that employers may qualify for relief of unemployment benefit charging for employees who were partially or totally laid off due to the public health emergency declared by Executive Order 72.

According to the announcement, employers are not required to file Form UCB-18823-E (Relief of Charging Due to Public Health Emergency Form) in order to receive charging relief for employees laid off and filing claims during the weeks of March 15 through May 16, 2020.

To apply for relief for initial claims filed for weeks after May 16, the employer will need to submit Form UCB-18823-E. The UCB-18823-E form should not be submitted with the Separation Notice.

Generally, UCB-18823-E forms should be submitted within 30 days after the initial claim is filed. However, the DWD has advised that forms for initial claims from May 17, 2020 to June 30, 2020 filed by August 15, 2020 will be accepted. Employers should act fast to apply for relief for any unemployment claims that began on or after May 17, 2020.
